Velasco is Castillon's right-hand man.
Involvement
Velasco is involved in the quest No Rest for the Wicked.
Velasco is first encountered in The Blooming Rose, when Hawke enters Velasco's room and pretends to turn in Isabela. Velasco takes Isabela to Castillon's Landing to wait for Castillon to arrive. Velasco offers to try and persuade Castillon to be lenient in exchange for an unspecified favour from Isabela. However Hawke interrupts, and Velasco realizes too late that Isabela tricked him. Velasco attacks Isabela and the rest of the party and is killed.
