Velanna's Joining enables Velanna to become a Grey Warden.
Walkthrough
Just talk to Seneschal Varel about her Joining and she will become a Grey Warden. This can be done at any time after she joins your party--although for story purposes it does not make sense until the Silverite Mines are completed and she asks to become a Warden.

Bug! If The Righteous Path is the last major quest completed and you have yet to complete this quest, you may be unable to as the final quest will be triggered. |
Result
Velanna will become a Grey Warden.
