Vanard is a magistrate of Kirkwall.
Background[]
Magistrate Vanard is the father of Kelder Vanard, a serial killer who targets elves, particularly children. Vanard knows about Kelder's crimes and while he has attempted to stop his son from killing, he also uses his position as a magistrate to protect his son from the law. Vanard's corruption enables Kelder to continue killing elven children, and directly contributes to the mistrust between Kirkwall's elf population and the local governmental authorities.
Involvement[]
Vanard offers Hawke the quest Magistrate's Orders. He is looking for a dangerous criminal who escaped and is now hiding in some old ruins. The first guards he sent there were slaughtered by unspecified "creatures". Vanard promises Hawke future support in exchange for returning the criminal alive and unharmed.
When Hawke finally confronts the murderer, Kelder, they learn that he is Magistrate Vanard's son. They can choose to return him to the magistrate, which will result in a 2
reward (3 with blackmail) and rivalry from their companions, or kill him. Killing him will result in a reward of 1 from Elren at the entrance, approval from some companions, and a promise of revenge from the magistrate. However, the magistrate is not heard from again.
