The Tower Guard is a guard stationed at the Tower of Ishal in Ostagar.
Involvement
The Warden can first speak to him after arriving in Ostagar with Duncan. He'll explain that the tower is off-limits on Teyrn Loghain's orders while they secure the tower. Later (when the Warden and Alistair are sent to light the beacon) he warns that darkspawn have attacked, and may join the party.

Archery: Pinning Shot, Rapid Shot, Shattering Shot, Crippling Shot
Equipment: Crossbow, Mace, Chainmail Armor (full set), Soldier's Helm (all gear is tier 2)
Note: The Tower Guard does not actually have enough Strength to normally wear his helmet, so if you unequip it he won't be able to wear it again
Note: Anything worn by the Tower Guard will be lost after the Tower of Ishal; if you want to keep his helmet or anything else he's wearing you will need to unequip it before lighting the beacon
