The Conspirators is a side quest in Dragon Age II.
Acquisition
This quest is appears in Lowtown during the day during Act 1 from Sergeant Joanna, who stands just south of The Hanged Man. She will have a "!" marker over her head. Four nobles have fled from Ferelden after their failed conspiracy attempt of the Warden-Commander in Amaranthine. Sergeant Joanna is offering a bounty for them. You can turn the bounty in as you find them, or all at once.
Notes
This quest is only available if you imported DA: Awakening save game where you saved Vigil's Keep and allowed Amaranthine to be destroyed. or if you used the "No Compromises" pre-built history.
Walkthrough
Find and kill the four Ferelden noble conspirators and their bodyguard lackeys.
One conspirator can be found in Hightown during the day. Your map should show a plot point icon in the lower left of the map.
Another can be found in the Blooming Rose in the Red Lantern District.
Another can be found at the south east of the Docks at night time, near the Disused Passage.
The last noble can be found on Sundermount outside the city, at the end of the western path from the Dalish camp
