Better yet, another theory is The Forgotten Ones were more legion, as mentioned in the page. It could be that the Old Gods (shapeshifted Gods) and the Ancient Dragons (their offspring), were in fact the Forgotten Ones. The Forgotten Ones were tricksters that enjoyed chaos, and Humans apparently brought the quickening that ruined Humanity. Fen'harel wanted to keep the Order of the Empire, but wanted freedom of slavery like the wild Forgotten Ones, but did not want chaos. Hence he jumped back and forth between the two parties.
