i've just started act 3 (seen Orsino talking to the crowd and had to pick a side) but after the video finished there was no companion quest to talk to Fenris in the journal. Going to his mansion he just says "we should be going", no way to start it.

Any help would be greatly appreciated.

Fenris's Act 3 quests are apparently based on the Act 2 quest "A Bitter Pill", which you have to proc by taking Fenris out of the city (like to, say, the Wounded Coast). As such, it's very for anyone who doesn't regularly use Fenris to miss his entire Act 3 subplot. If you're in Act 3 and haven't completed "A Bitter Pill", "Speak to Fenris" and subsequent quests are locked out.
