Talk: Honoring the Fallen

I normally do this quest at the same time as the Mirror Image quest. I start the MI quest and while completing it I end up also completing the HtF quest at the same time. But this playthrough I wanted to try doing HtF quest first, on its own. So after Blackpowder Courtesy was done I went to Sundermount and talked to Keeper Marethari to start this quest. But she just says "hello" (in Elvish, I assume) to me and this quest never starts. I've tried this with and without Merrill in the party. And if I go up the path, the Varterral Hunting Ground entrance is not accessible. Is there a way to do this quest without doing the MI quest at the same time?
