"If you do not kill the Followers of She ..."

That should be in Bugs, not Notes. No one holds a meeting in the middle of a fight ! That said, before you arrive, hold ground, have range weapons, entice the Followers of She to come to you, and avoid starting the Noble Agenda quest proper until afterwards.
