It is not specific to just their race, and thus any former Viddathari (dwarves, humans, and elves) can become Tal-Vashoth. "Vashoth" literally means "grey" and the prefix "tal" means "true," hence Tal-Vashoth meaning "True Grey" in Qunlat.
