The Suspicious Lady is an envoy of an unknown organization. She is located in the northeast corner of the Hanged Man at night.
If you imported a save then she will only be encountered if the Warden-Commander saved the city of Amaranthine in Dragon Age: Origins - Awakening.
Involvement
The Suspicious Lady gives the quest Secret Rendezvous.
Hawke is instructed to kill a group of raider captains at the Docks who are conspiring to undermine the trade of the City of Amaranthine in Ferelden.
Upon completion of the quest, she rewards Hawke with either 2
for simply slaying the targets, or 3 if Hawke overheard the conversation beforehand.
