The Shady Character is a smuggler in the City of Amaranthine.
Background
When the Warden first enters the city the Shady Character will announce that he has a proposal, and invites the Warden to speak to him if interested.

Bug! It is possible to kill him twice, once when you talk to him for the first time for Smuggler's Run and the second time in Law and Order. |
