Can be found at random in locations throughout Ferelden, a few of them are:

Ruined Temple, on either the Fallen Knight's corpse which also holds Armor of Diligence, or in one of the chests in the mage bedrooms. It is possible to obtain two swords in this area.
One can be found on a Soldier's Corpse in the Senior Mage Quarters in the Circle Tower.
Tevinter Guards inside and outside the Tevinter Hospice.
Two on Devera's Corpse during Unrest in the Alienage - usually low tier regardless of level
Also can be bought in the Dalish Camp.
Sometimes in Cesar's normal stock in Denerim Market District, but usually always in his "special stock" after completing Master Ignacio's contracts.
