In Dragon Age: Inquisition, runes can be applied to weapons that possess a rune slot to improve the effectiveness of the weapon. Runes cannot be applied to armor.
Runes can be applied to weapons at the Modify Weapon table in Haven or Skyhold's Undercroft.
