Ruby is one of the many gems that you can find in the game.
There are in fact actually two types of rubies: the normal variety, and the Remarkable Ruby.
The normal ruby does not have any known use in quests, and can be sold to a vendor.
The Remarkable Ruby is a gift, and will be highly valued by Shale. It can be purchased in Alarith's Store at Denerim's Elven Alienage.
