Rogek is a very suspicious man at the entrance of Dust Town in Orzammar. With a decent persuasion skill you can tell him you're a Grey Warden, where he will offer you the opportunity to make some extra money. He then asks the Warden to pay for a shipment of lyrium for 50 
, to deliver to a man named Godwin (After clearing the Circle Tower Godwin is the man hiding in the wardrobe)
Instead of transporting the Lyrium, you can select the dialog option I'm going to turn you in where he will attack you usually wielding a crossbow. Loot contains 20 , and a Journeyman Level rune.
Notes
Exceptionally high Cunning, the Master Stealing skill, and the Master Stealth talent are required to successfully pickpocket Rogek for 20 . Without these, attempts will result in a few 
, although you will still be able to acquire the Precious Metals side quest.
Although this has been done with Leliana with only 25 cunning and Expert Stealing.
20 , Either from stealing or killing Rogek, is not possible on the PC.
