Rocky Rescue is a side quest in Dragon Age: Inquisition
Mistress Poulin said the red templars "took workers" from the town. They may be held captive somewhere in the quarry.

Follow the quest markers to free 7/7 prisoners from prison carts located within Sahrnia Quarry in Emprise du Lion.
Note: The locks require a rogue to unlock but do not require the Deft Hands, Fine Tools perk.
