Pier Pressure is a side quest in Dragon Age II.
Acquisition
In Act 1 simply go to the docks at night and fight the Red Teeth groups that spawn and kill them all. Secret Rendezvous has nothing to do with this quest.
Walkthrough
The Redwater Teeth are all over the Docks. You may need to leave the area and come back to spawn other groups but the main idea is to kill ALL Red Teeth members in the Docks(Night) area to acquire this quest. The same goes for the quests concerning the gangs in Lowtown and Hightown. You could do this very early in the game in Act 1.
