Background
Paxley along with Hugh, Ruvena, Wilmod and Keran are new templar recruits in the Templar Order in Kirkwall.
Involvement
Paxley is in involved in the quest Enemies Among Us.
He is also of a paranoid disposition first convinced that the Knight-Commander has some sort of potentially fatal initiation ritual for recruits and later that the Mages have spies within the Templar ranks.
Paxley along with Hugh, Ruvena, three years later are seen in the Gallows Courtyard as fully pledged templars.

Correspondence with Samson reveals that Paxley left the Templar Order and joined the Red templars splinter faction.
