Of Somewhat Fallen Fortune is a companion quest for Josephine in Dragon Age: Inquisition.
Acquisition
The quest will be added to the player's journal in Skyhold. When walking by Josephine's desk she will call out and the quest will be added upon talking to her.
Walkthrough
After explaining her attempts to allow her family to trade again in Orlais, only to have her couriers carrying the appropriate documents to Val Royeaux murdered, and her documents, destroyed, before they reached their destination.

At the War Table you may take Leliana up on her offer or go with Josephine's route and help a noblewoman find her mage lover so she'll act as a sponsor to the Du Paraquettes. After aiding the Countess Dionne with her lover at the War Table travel to Val Royeaux to speak with her. Back in Skyhold walk into Josephine's office to find an assassin dead on the floor. Leliana assigned some of her men to watch over Josephine and they saved her life.
Speak with Josephine again and she'll tell you the next step in helping her: arranging a favour for a judge. This is done at the War Table.
