The Valmont Emperors can be found on a plaque in front of the portrait of Emperor Judicael II in the room adjoining the Winter Palace Hall of Heroes and Guest Garden. The portrait is on the wall opposite the door to the Guest Garden, between the door and the spot where Solas stands further to the south.
