Sealed Orders can be found at a Venatori/Red Templar camp located in Crestwood's Glenmorgan Mine. The mine is situated near the entrance to the cave that leads to the wyverns encountered during the side quest Wyrm Hole.

There's supposedly an Elven ruin near some Fereldan hamlet called "Crestwood." It may be a dead-end, but Calpernia wants it investigated. Go examine the place for any sign of what we're looking for. Better you spend a few weeks deciphering some miserable Elven statues than risk the Master's wrath.
