A soggy note pinned to the dock can be found in Crestwood's East Side Hills on a wooden pier next to two corpses. The pier is situated south of a rundown shack located in the northwesternmost region.

I'm taking the boat over to Keldan's to drop off the first of the supplies. He's been generous to invite us to his home, and we owe him some food in the way of thanks.
