Lyrium-Laced Bilge Hoop is a Dragon Age II side quest acquired during Act II.
Acquisition
While doing the quest Fool's Gold in the Deep Roads you will find a small barrel on the ground near the other treasures. Loot it and then a quest will appear in your journal.
Walkthrough
Go to Darktown and talk to the Whiskey Master who will offer you a reward.
