Comte Lothaire Doucy is a guest at the peace talks organized to bring an end to the War of the Lions. He can be found in the Winter Palace's Lower Garden, talking with other noble guests, including Comtesse Solange Montbelliard, a fellow member of the Council of heralds.

Lothaire is a fan of Varric Tethras. If Varric is brought along to the Winter Palace, Lothaire asks him how he will address the continuity error in Hard in Hightown and whether he's going to retract the entire print run.

The Inquisitor can discuss the Council of Heralds' purpose with Lothaire. He explains that the Council exists to oversee the inheritance and creation of new titles of nobility. Comtesse Solange adds that the titles outside the royal family are not officially recognized at court, but they are a reminder of ancient lineages. It's the Council's duty to make the final decision in disputes regarding titles. This conversation unlocks the Codex entry: Council of Heralds.

The Inquisitor can ask Lothaire if has he seen anything unusual tonight, to which he says that nothing could be more peculiar than Empress Celene and Grand Duke Gaspard dancing together. Then, Comtesse Solange informs the Inquisitor that the royal wing is sealed.

During the war table mission Dance with the Dowager: The Courante, Lothaire and several other members of the Council will declare that the disputed region of the Ylenn Basin should become the holding of the Inquisition, and that all revenues and oaths from these lands should be given to the Inquisition until the organization is dissolved or the holdings are lawfully granted elsewhere.
