Sold by Garin in Orzammar Commons for 87 88 0.
Sold by Sandal in the Apprentice Quarters of the Circle Tower in the Witch Hunt DLC for 77 74 0.

Bugs

Unfortunately, there is a serious bug effectively rendering the +X% to healing effects received modifier totally useless. See +X Healing Received Bug for details. Unofficial fix for PC available here.
When importing a previous character to Dragon Age: Origins - Awakening, sometimes this ring appears as a gold ring with no effects.
