Legnar can be found right near the entrance to Dust Town. He is a firm supporter of Prince Bhelen and changing the old ways to something more up-to-date. He supports trade with the surface, no matter whether he approves of the character who comes to him which shows his love of gold is stronger than his love of his culture or morals. He sees no difference between the two candidates for king other than the promise of more gold from the trading should Bhelen get the throne. When quizzed about supporting the chaos (by supporting Bhelen) he is of the mind that nothing can change without disruption happening, so he sees nothing wrong with what is happening and is pleased that this disruption has caused others to see just how shaky the ground is with the Assembly.
He doesn't really care about what happens Topside, even the Blight because he believes that should things come to the worst up there, there will always be people to trade with, because "There is no end to you", showing just how little he knows of things in Ferelden, not to mention his lack of morals for helping others. His is a practical viewpoint within the context of having been brought up in Orzammar.
