Kihm is a trainer of the Tempest specialization.
He can only be encountered if the Inquisitor is a rogue.
Involvement
Following the completion of the war table operation Specializations for the Inquisitor, three trainers will arrive at Skyhold, and if the Inquisitor is a rogue, Kihm will be one of them. If the Inquisitor is interested, he can instruct them in the ways of the tempest.
