Julius is the Mayor of D'Meta's Crossing.
Background[]
Julius is a greedy mayor whose priority is often his personal wealth over the welfare of the village he governs. One of D'Meta's Crossing's residents once accused Julius of taking gold from the town coffers for a new fountain in the square outside his front window, rather than allocating the funds for good lumber to fix the docks, which he claimed was too expensive.[1]

Dragon Age: The Veilguard[]
After the Veilguard investigate D'Meta's Crossing and find it Blighted, they find Mayor Julius wrapped in Blight tendrils. The Veilguard quicky came to the conclusion that Julius was the mayor who was responsible for getting D'Meta's Crossing blighted. Julius had been tempted by Elgar'nan and Ghilan'nain to hand over two Veil Jumpers to the elven gods for a blood magic ritual in the town in exchange for gold. He did not expect for the elven gods' ritual to unleash the Blight on the entire town and that the elven gods would tap into the Blight's power. He also thought that only the Veil Jumpers would be hurt while the villagers who he ordered to do the elven gods' bidding would just be rounded up to witness the glory of Ghilan'nain's new creation.
Julius defended his actions by saying he was manipulated by the elven gods and that they used some sort of mental magic that whispered voices in his mind and exploited his greed and fear. Ghilan'nain showed him so much gold that he could not resist. Rook can either choose to save him or leave him there to die. A Grey Warden Rook can also conscript him into the Grey Wardens.
