Jowin Glastrum is the First Warden of the Grey Warden Order and Supreme Commander of Weisshaupt Fortress in 9:52 Dragon.

Jowin Glastrum is said to be more politician than Warden. The First Warden is often embroiled in the politics of the Anderfels and has little opportunity to consider worldly matters. Thus many Grey Wardens quickly learn to expect little assistance from him.[1] Even so, Jowin is a proud, domineering man who expects obedience from his subordinates.

During an internal investigation into Grey Warden corruption, the First Warden became aware of the presence of someone calling himself "Blackwall" within the ranks of the Inquisition. In order to uncover the whereabouts of the real Gordon Blackwall, the First Warden demands that the Inquisition hand Thom Rainier over to the Grey Wardens.[3]
Dragon Age: The Veilguard[]
The First Warden travels to the Cobbled Swan in Minrathous to meet with Rook after receiving a request of support from the Veilguard after an incursion of the blight in D'Meta's Crossing. Jowin assumes Rook unleashed the blight on the village and doesn't believe their claims about the blighted elven gods, Elgar'nan and Ghilan'nain, instead choosing to believe that the blight remains predictable as always and that Rook was delusional.
However, his attempt to arrest Rook is thwarted by Magister Dorian Pavus, who bluffs that he possessed a letter that claims Jowin authorized the late Warden-Commander Clarel de Chanson to summon an army of demons back in 9:41 Dragon, forcing him to leave with a warning to Rook to stay out of Grey Warden business.
Jowin would later discover Rook consorting with Wardens Evka Ivo and Antoine in Lavendel. Despite Antoine insisting that the specimens Rook collected were evidence that the blight was changing, Jowin asserted that the Wardens would know if an Archdemon had risen and ordered Evka and Antoine to report back to Weisshaupt immediately.
When Ghilan'nain's darkspawn horde marches against Weisshaupt fortress, Jowin recalls all Grey Wardens back to Weisshaupt, including the Southern Wardens. However, Jowin didn't summon Warden Davrin, because of his partnership with Rook.
Jowin also didn't summon Rook, because he is still mistrustful of them.
When Rook and the Veilguard arrive at Weisshaupt to help against the darkspawn horde, Jowin is still insisting that this is a normal Blight. When Rook argues to the contrary, Jowin blames them for having unleashed the blight, and orders the Wardens to imprison Rook in the dungeons, despite the situation and Antoine's pleas to listen to Rook.
Realizing that the First Warden was suffering the effects of his Calling, Rook manages to convince him that this was no normal Blight, and that the real enemy was not the Archdemon but Ghilan'nain. After realizing his mistakes, Jowin apologizes and decides to support Rook, ordering them to activate the dragon trap. Jowin even takes to the battlefield to buy Rook some time, but he is injured by a blight tentacle and presumed dead.
When the dragon trap is activated and Razikale is crippled, Jowin appears just in time to stop Davrin to perform the ultimate sacrifice, asking Rook and Davrin to allow him to do it instead, to atone for his mistakes. A Grey Warden Rook can tell Jowin that he makes the Order proud, but he refutes that too many Wardens died for his pride and acknowledges Rook as the true Warden. Just before he is able to kill Razikale, Ghilan'nain stops Jowin and uses his blood to blight her Archdemon. Ghilan'nain throws Jowin into a pool of blight, and once again he is presumed dead.
However, he would survive the attack and be taken captive by the Gloom Howler and imprisoned in her blighted version of Weisshaupt Fortress. When Rook and Davrin descend to this subterranean Weisshaupt in search of the missing griffons, they find that Jowin survived his encounter with Ghilan'nain but is completely blighted. He orders Davrin to allow him to die with honor, but not before he gives them some key information to deal with Isseya. Davrin then proceeds to kill Jowin, who is redeemed for all his mistakes at last.
Unable to reason with him, Rook punches the First Warden, knocking him out and delegating the leadership of the Grey Wardens to Evka Ivo. When the dragon trap is activated and Razikale is crippled, Jowin appears just in time to stop Davrin to perform the ultimate sacrifice, ordering Rook and Davrin to stand aside as he will be the one who will earn the honor and the glory of killing the Archdemon. Just before he is able to kill Razikale, Ghilan'nain stops Jowin and uses his blood to blight her Archdemon. Ghilan'nain throws Jowin into a pool of blight, and he is presumed dead.
