An ancient spirit in Arlathan was cursed by the gods to never know rest. Deal with the spirit before it takes out more of its misery on others.
You defeated the Nocturnix in Arlathan, breaking the ancient curse cast upon it by the gods. The forest is free of danger posed by this tormented spirit, and the spirit itself was grateful to be granted true sleep at last.
