Thanks for digging into this mess for me. I can only think of one dwarf who fits the description of "oddly cheerful and also blue-eyed" who'd still be in Kirkwall, and that's Worthy: and acquaintance of mine from Hightown. Why he'd do any of this, I have no idea.

We removed the dwarf from his home in Hightown. He had another manuscript in progress, which we burned, doused in acid, and threw into the sea.

Apparently, he has a beef with Varric for setting up the Champion of Kirkwall with another runecrafter? He ranted about "better beards" and "true dwarves" and then declared himself "the greatest writer in Thedas," at which point Fletcher laughed so hard, she started choking. That dwarf is a menace.

And he claims he didn't send a note to Skyhold.
