Background
During the Fifth Blight Crestwood took in refugee's from the war, most of whom were infected by the blight. Learning that the taint is usually fatal, at the best, and with the Darkspawn on his tail the Mayor saw no other option then to flood Crestwood and drown the Darkspawn, the Refugee's, and even a few of Crestwood's citizens.
