• Quest reward for completing On Blighted Wings or On Deadly Wings.
• Crossroads - In a chest in Elvhenan's Haven on the exit path after completing The Wolf's Call.
• During Blood of Arlathan, in a map-marked under a bridge at the Temple of the Sun. After taking the zipline down (prior to entering the Venatori ceremony), head east towards the area under the bridge to find the chest.
• Black Emporium
