Arl Gallagher Wulff is considered a giant of a man, having been described as "massive in size" with "piercing" eyes. Arl Wulff has a sterling reputation throughout the west of Ferelden as a valiant man who cares about his people and takes his duties seriously, and he is considered one of the most powerful nobles in Ferelden.[2]

Arl Wulff dispatches his herald, Odras, to the town of Elmridge in West Hills to locate experienced adventurers to locate his missing daughter; Izot Wulff, whom has been kidnapped by Avvar. While Arl Wulff leads his troops against a large Darkspawn incursion, the adventurers track down Izot to Red Lion Hold in the Frostback Mountains where they discover that in fact Izot fell in love with an Avvar man, Azur Ar Brosna O Redhold, and ran away with him in order to elope. The couple were being accompanied to Azur's home of Redhold by a number of his friends; however, en route, they were attacked by a group of Avvar hunters. The hunters slew Azur's friends, beat him soundly, and kidnapped Izot. Furthermore, the Arl's young son Berchan Wulff, follows the party into the mountains to help return his sister. Eventually the adventurers manage to rescue Izot and slay her captor Balan and return Izot and Berchan to West Hills. While the Arl is furious when he learns that her Avvar lover was the cause of her kidnapping, he can be persuaded to accept their union if convinced of the benefits of marriage ties to a large Avvar hold, especially during a time of blight.

Arl Wulff travels to Denerim to participate in the Landsmeet. Prior to the Landsmeet itself, the Warden may talk to Wulff at the Gnawed Noble Tavern to learn about his plight. Arl Wulff reveals that West Hills has been hit particularly hard by the Fifth Blight and two of his sons have perished in its defense. Like other nobles, he will recognize a Human Noble Warden as a Cousland. Regardless of what is said to him, the Arl will send the Warden away.

During the Landsmeet, he will vote in support the Warden if the latter mentions that the Blight is the true threat.

If the Inquisitor recruits the Templars and Iron Bull, then a Venatori mage who is captured by Bull's Chargers during their investigation into the events that occurred at Redcliffe reveals that Arl Wulff played a large part in the rebel mages joining the Venatori due to mistakenly believing that the mages would be able to live peacefully in the Tevinter Imperium while allowing Ferelden to regain peace and stability, The Inquisitor can choose what to do with this information. They can send Josephine to inform him of exactly what his actions have caused; leading the Arl to make amends, have Leliana feed him false information in hopes it reaches the Venatori, or send Cullen to have him tried and executed.[3]
