Are you 5? To answer your question, the fade-arms pulling apart ogre/Arishok is a cinimatic, and I dont think you can actually use it ingame.

Umm, I'm finding it hard to interpret which move you actually mean... so I'll just take a couple guesses.
Flame wave: Equivalent of the final strike in the autoattack combo using a fire staff, at short (melee?) range. The flame wave visual doesn't seem to trigger very often, and is not as visually impressive as in the trailer.
Lightning bolt: Primal -> Chain Lightning. Sort of.
Demon hands: Cinematic only. I believe the only time it is actually seen in-game is in the exaggerated prologue, used as a cinematic finisher for the Ogre, and then it was a more blue version.
