I'm basing this off memory so if someone has more details please correct me. I was given to understand the Grand Cleric had to approve of a rite of anullment of a circle. (unless under special conditions like...i dunno.. she "somehow" gets blown up in a chantry) With the Magisters in control of the Circle in Tevinter, I can only assume a rite would have to be approved by them, which of course would never actually get approved. I'm given to understand the Templars in Tevinter are mostly there to just take down an abomination should one appear. :Templars in Tevinter are just to enforce the imperial law, they are policemen and soldiers with no antimagical powers. According to Fenris, templars are controlled by magisters and exist only to enforce the law. It does seem that the Imperial templars must act if a mage crosses the line and uses forbidden magics; they can even use the Right of Annulment. However, where that line is, is unclear since the use of blood magic seems to be common among the upper class, despite being officially forbidden.
