If I remember right, there's a possibility to mention something like "Humans have horses" when talking to the Halla lady, so there must be a few at least in Ferelden. Thing is, mounted combat is hard to implement in the gameplay, and having them as decorations would raise a natural question why the party has to walk everywhere on foot. No horses, no problem.
