Figor runs a shop in the Commons in Orzammar. This shop will be locked to the public until mid-way through either Bhelen's or Harrowmont's quests. When you pass the shop at this time, you see Figor outside, surrounded by Carta members being harrassed by them.

Result
The Warden, in a non-quest scenario, can choose to persuade or intimidate Jarvia's Carta members, led by Roggar, to leave Figor alone. Alternatively, the Warden may attack and kill the Carta members, although this will cause Figor to become angry due to the violence occurring in his shop. He flees his shop and will not return for the remainder of the game, despite trying to persuade him otherwise. [Another alternative to trade with him is to leave the Carta members alone. After dealing Jarvia and her company (if you choose to side with Prince Bhelen), the thugs automatic gone and Figor will trade]
There are two benefits to having Figor's store available, although both are quite minor. Firstly, it appears that Figor is the only shopkeeper that does not mark up his merchandise above the listed item value. This makes his wares the cheapest store items available, although he does not have much to offer. Secondly, Figor stocks an unlimited supply of flasks and is the only place in Orzammar with such quantities available.
