Dougal Gavorn is a shady dwarf who stands outside at Lowtown (night) with 4 dwarven men and awaits Hawke's arrival if Hawke received his message at the writing desk.
Background
Dougal Gavorn is one of Bartrand's ex-partners. The reason for this as Varric states is that they tried to kill each other while in disagreement.
Involvement
Dougal Gavorn is involved in the quest Friends in Low Places. Dougal sends a letter to Hawke stating that he knows of Hawke's current predicament and invites Hawke to meet him at the Lowtown foundries at night with a proposition. Upon meeting with Hawke, he proposes Hawke to invest on his behalf. He will send the money needed to fund the expedition and in return Hawke pays him double upon Hawke's return from the Deep Roads.
Result
If Dougal's proposal is accepted, he returns at the start of Act 2. Apparently, he wasn't satisfied with his share of the cut and tries to extort more coin from Hawke by threatening to spread rumors that will give Hawke a bad reputation. If the demand is refused, Dougal will later attack Hawke and die in the attempt.
