Lady Couteau and her fellow handmaidens greet the Inquisitor in the garden of the Winter Palace during quest Wicked Eyes and Wicked Hearts. She and her fellow ladies are also important points of contact during the course of the quest, serving as Celene's voice, eyes and ears while the Empress negotiates with Gaspard and, later, Briala about the political future of Orlais. It is possible to trade gossip with Couteau and her fellow ladies, sound them about about possible conspiracy theories, and bring objects and suspicions of note to them to progress the quest's search for clues.
