The Corrupted Magister's Staff is discovered in the Mages' Chest in Return to Ostagar (Quest), if the Key to the Mages' Chest wasn't already used beforehand during The Hungry Deserter. The chest key will be in the cage where the prisoner of the quest was.
Note: This is a leveled item, so it's material type changes depending on the character's level at the time of looting
