Charter is a member of the Inquisition who works as a spy in Leliana's network. She is charged with reporting the goings-on of Crestwood.

Background[]

"Charter" is said to be one of the last known of many aliases used by a famous elven spy for sale and master of false identities nicknamed The Black Hart[1], who was contacted by Leliana when seeking steady employment. Other suspected aliases include "Mollnir," a double agent who revealed a conspiracy against the crown in Hercinia and "Sonner," who stole a general's plans and walked out in broad daylight in Markham.

Along with being one of Leliana's spies, Charter is also a senior member of the Inquisition and the commanding officer of Caer Bronach. It was also Charter who recruited Scout Harding into the Inquisition.

Involvement[]

Dragon Age: Inquisition[]

Charter can first be encountered at Haven by the houses across from the inner gate, speaking with Scout Pellane. Later, Charter takes command of Caer Bronach in western Ferelden, near the Village of Crestwood.

Charter MK

Charter meeting with Tessa

Charter is dispatched to a small village to recruit the famous Mage assassin duo Tessa Forsythia and Marius for the Inquisition. Charter arrives just as the village is throwing a feast in celebration of Marius and Tessa rescuing several villagers from demons pouring from a nearby Fade rift. After a tense confrontation with Tessa in a tavern, Charter formally offers Marius and Tessa a place among the Inquisition's ranks.

At some point between Marius and Tessa's recruitment and their mission to the Hissing Wastes, Charter and Tessa enter a romantic relationship. When the two agents arrive to Skyhold too late to join the Inquisitor's assault on the Arbor Wilds and witness Corypheus reopening the Breach over Haven, Charter sends them and Sutherland's company to clear a route for the Inquisitor's reinforcements. Before they leave, Charter takes Tessa aside and tells her she doesn't want her to die for Marius, that she wants her back safe.


Trespasser[]

When the Exalted Council is called by Divine Victoria at the Winter Palace, Charter is among the Inquisition presence. Charter monitors the activities around the Palace while guarding the Inquisitor's personal store of valuable equipment.

If Leliana did not become Divine Victoria:
Charter is one of the agents with whom Leliana had shared many responsibilities during the final months of the Inquisition as an independent organization. Many believed that Leliana feared what lay on the horizon and was grooming successors in anticipation of the challenges ahead.

Charter meeting with Vaea

When Vaea goes to the Kirkwall's Alienage after crossing Ser Nevin, Charter approaches her and accuses her of theft.[2] Charter then offers Vaea a deal: the Inquisition will deal with Ser Nevin, who has begun to pursue Vaea, if she rescues their missing associates, Marius and Tessa Forsythia. As her relationship with Tessa is still ongoing, Charter is eager to have them broken out of jail, lest she be forced to eliminate her agents before their allegiance is discovered.

Charter and Varric later meet up with Ser Aaron and Vaea as they are leaving Starkhaven, and they learn that a piece of red lyrium may already have made it to Tevinter.

The Dread Wolf Take You
Charter calls for a meeting of Thedas' best spies to share information about Solas and his plans to restore the empire of the ancient elves. A Carta assassin, a Mortalitasi, an Executor from across the sea, and an Orlesian bard meet with her in Hunter Fell, at an establishment called The Teahouse.

After the assassin, the Mortalitasi, and the bard tell their tales, revealing that Solas' target is the lyrium idol, they all start accusing each other of lying. Charter realizes that Solas has been posing as the bard (wearing a dragon mask and long blonde curls), and that he's turned the Executor to stone with a touch to prevent him from speaking. She asks for her life, and he grants it to her, but kills the Carta assassin and the Mortalitasi.

When Charter tells him that he doesn't have to go through with his plan, he claims that he has no choice but to go through with it, that it will save the world, and that the elves who still remain, like Charter, might even find it a better place. Thinking of Tessa, Charter replies that there are people she cares for that wouldn't find Solas' world better. Solas asks her to apologize to the Inquisitor when she reports to them, then leaves.

Charter has a meeting with Viscount Varric Tethras at a pub. Charter informs Varric that the Inquisition has tasked him to partner with Scout Lace Harding and search for Solas, since there is no one else she nor the Inquisitor trusts enough to undertake the mission. Varric states he is worried that Harding's penchant for seeing the good in everybody may become a fatal flaw when dealing with Solas. Even so, Varric recognizes her exceptional skills as a tracker and is content to work with her. Charter tells Varric that he will keep Harding on track as Varric knows exactly what Solas is capable of. Furthermore, she also suggests Varric assemble a team to accomplish the mission; however, Varric has misgivings about being part of a team as all the teams he has been a part of ended in betrayal. Nevertheless, Charter has full confidence in Varric to make it work since they both know what is at stake.
