Purchased from Yuriah in Vigil's Keep. After choosing the option "Trade must flow" in Defending the Land and completing the quest Trade Must Flow (Lillith's random encounter will trigger after 2 main plot quests), Yuriah tells you that the merchants were impressed and he now has new inventory in stock. This item is also available if you complete all the quests on the Merchants' Guild Board.
