Boots of the Overseer is a part of the Armor of the Overseer armor set for Dragon Age II.
Acquisition
These can only be acquired at the end of the quest Family Matter, a companion quest for Varric during act 2. After dealing with Bartrand, get then out of the chest in the room where he was found.
