The Blacksmith is the new blacksmith of Redcliffe if Owen dies. Owen had no living kin and Redcliffe needed a new blacksmith.
You may lie (no Coercion skill required) and say you are a close friend of Owen. The blacksmith will give you the only thing of value he found, the Faulty Amulet, which belonged to Owen's daughter, Valena. The blacksmith admits he hasn't touched the forge in years.
After the initial conversation, the blacksmith acts as a merchant.
