During the Smuggler's Run quest, the Warden-Commander is hired to talk to the Bartender in order to open the passage which leads to one of the smugglers' dens.

After talking to the dwarf the Commander learns that the smugglers weren't paying their dues and that he closed the passage. With Expert Coercion he can be intimidated or persuaded to open the passage again or simply be bribed for 1.
