Acquisition
It is automatically unlocked after you complete the Finding Home quest in Act 2.
Walkthrough
After completing the first quest in Act 2, go to The Hanged Man and talk with Varric. Doing so will unlock his companion quest for Family Matter.
Result
Selecting "You can tell me anything" option and agree to help find Bartrand will give you 
Varric: friendship (+20), not helping to find Bartrand does nothing to your status.
Selecting "Let's go get some drinks" option and then agree to help find Bartrand will give you Varric: friendship (+25), not helping to find Bartrand nets you only Varric: friendship (+5) friendship.
Selecting "Get to the point" option and agree to help find Bartrand does not effect friendship or rivalry,however, not helping find Bartrand gives you 
Varric: rivalry (+20).
