Alfstanna is the Bann of Waking Sea. Once the Landsmeet starts, she can be found in the Gnawed Noble Tavern conversing with Arl Bryland.
Involvement
She is the destination for the quest Lost Templar - her brother Irminric is held captive in the Arl of Denerim's Estate suffering from lyrium withdrawal and asks the Warden to give his ring to his sister. If the Warden delivers the ring, Alfstanna will support the Warden during the Landsmeet.
If the warden fails to win the Landsmeet but has her support, in the fight with Loghain and his guards she will join in on the warden's side if it goes on long enough.
Like Bann Sighard, she will recognize a Human Noble Warden as Bryce Cousland's youngest child.
