The Agents of Fen’Harel, also referred to as Fen’Harel Cultists, are the agents of the Dread Wolf in his attempts to restore the old elven empire.

Background[]

The agents of Fen'Harel are mostly comprised of elves, whether city, Dalish or ancient. Many people believe that the Agents of Fen’Harel are led by some imposter claiming to be the Dread Wolf.

BioWare canon
The plot follows BioWare's own canon, meaning it may not follow some of the player's choices in the games.

Felassan is tasked with retrieving the passphrase that unlocks the eluvian network. However, when Briala offers to share it with him, Felassan refuses to hear it. He has come to recognize the modern elves as people, and Briala in particular as a friend, and thinks she should be given the chance to try to use the eluvians for her cause. When Felassan reports his actions to the Dread Wolf in the Fade, he is killed for his failure.[1]


Trespasser[]

The Inquisition has been infiltrated by both agents of Fen'Harel and Qunari spies. When the former uncover the latter, they covertly reveal the existence of the Qunari plot to the Inquisitor by pushing a dying Qunari soldier into the Winter Palace during the Exalted Council. Meanwhile, Solas fights the Qunari both directly and through ancient spirits.[2] This leads the Viddasala, leader of the Dragon's Breath plot against southern Thedas, to believe the Inquisitor to be an agent of Fen'Harel as well, given Solas' previous affiliation with the Inquisition.

Solas eventually tells the Inquisitor that he is no agent, but Fen'Harel himself. He plans to restore his people, which he says must mean the end of the Inquisitor's people.

Whether the Inquisition becomes a peacekeeping force under Divine Victoria or is officially disbanded, the Inquisitor vows to fight against Solas, declaring that since he knows so much of their organization and methods, they'll need to find people he doesn't know.

After the end of the Exalted Council, elves across Thedas leave to join Fen'Harel.[3]

The plot follows BioWare's own canon, meaning it may not follow some of the player's choices in the games.

After the death of Magister Qintara, his elven servant Gaius started impersonating him to gather information on the human world for his true master, Fen'Harel. He eventually traded a red lyrium weapon stolen from Kirkwall to House Danarius for information, something Solas would not have approved of.[4]

Half Up Front

Agents of Fen’Harel attempt to destroy Kont-aar with a ship rigged to detonate. They intend to implicate a Tevinter Altus mage in the explosion to remove any chance of peace between Tevinter and the Qunari. The mage in question foils the attack by taking the exploding ship far out at sea. Both agents of Fen'Harel kill themselves rather than be captured.
